MANILA (PIA) — The Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC) raised the disaster alert to Red starting at 5 p.m. Friday as Super Typhoon Uwan strengthened rapidly on approach to Luzon, possibly bringing Signal No. 4 winds. The measure activates full-scale emergency operations across the capital region.
Under the leadership of Metropolitan Manila Development Authority (MMDA) Chairman Romando Artes, the MMDRRMC initiated the highest alert level, organizing extensive readiness measures for the potential landfall.
“This is our highest state of readiness,” said Office of Civil Defense-NCR Director George F. Keyser during the MMDRRMC emergency meeting.
“We are not ruling out Signal No. 4 in the NCR as the volume of rain could be unprecedented, even if the eye makes landfall far north,”
Officials projected Uwan’s storm-force winds to extend up to 720 kilometers, with torrential rains expected from Sunday afternoon through Tuesday. The Red Alert order also enforces strict coordination among Metro Manila’s 17 local governments and national government agencies to ensure unified response.
“Even if it’s just wind under Signal 3, we are not exactly sure of the rain volume,” Keyser added.
